Comprehensive Immigration Reform ("CIR") is high on the government's list of priorities. At an August 20, 2009 White House meeting of stakeholders with President Obama and DHS Secretary Napolitano, the President advocated a bipartisan effort to advance a sensible and humane immigration system that is consistent with our American values.

CIR has failed in the past because of a lack of consensus on the part of the public as well as Congress.

What is Comprehensive Immigration Reform? In our opinion, to be successful, CIR must contain the following elements:

1. A technology based method of identifying who is unauthorized

2. A system of immigration benefits which permits supply to meet demand at both ends of the pay spectrum for new authorized foreign workers

3. A balanced approach to timely benefits and fair, consistent enforcement

4. Funding for both benefits and enforcement

5. A path to legalization and citizenship for unauthorized workers who have no criminal background, and

6. A process of assimilation requirements (including English) as aliens move up the chain toward permanent residence and citizenship.

Why Comprehensive Immigration Reform (CIR) now? CIR is needed to bolster the economy and maintain the American tradition of abiding by the law. Economic reports indicate enforcement alone is a direct cost while CIR would place additional funds in the Treasury by destroying the underground economy and fueling the purchasing power of legal workers.
